Plant Pests for Profit

Why isn't Portland the blackberry capital of the world? Why not turn a weed/pest into profit? Instead of chopping down all those blackberry bushes that overrun the parks they should be harvesting in great quantities for jams, pies, expensive frozen berries found at WholeFoods, etc. Portland could also export all that pesky ivy to florists and nurseries around the world.
